William Sympson

Navy Expeditionary Combat Command

Since reporting in February 2009, Mr. William Sympson is responsible for leading the C4ISR readiness, training and manning for the Navy Expeditionary Combat Command (NECC).
 
Mr. Sympson was born in Mineola, NY.  But as a Navy Junior move all over the East Coast but called Chevy Chase, MD, and now Chesapeake, VA, - home.  He graduated from the U. S. Naval Academy with a Bachelors of Science in Systems Engineering and received his commission in May of 1984 as a Surface Line Officer. During his Navy career, he earned a Masters of Science in Computer Science from the Naval Postgraduate School in December 1989 and earned a Masters of Art in National Security and Strategic Studies from the Senior Course at the Naval War College in March of 2000.

At sea, Mr. Sympson served on several classes of ships.  He started his career serving as a Boiler Division Officer on USS Dewey (DDG-45) and fleeted up to be the Main Propulsion Assistant.  He served as Chief Engineer on USS Josephus Daniels (CG-27).  Mr. Sympson then served as Damage Control Assistant on USS Kearsarge (LHD-3) and completed his Executive Officer tour on USS Whidbey Island (LSD-41).
     
Ashore, Mr. Sympson had the opportunity to teach Systems Engineering courses at the U. S. Naval Academy and currently teaches Computer Science at Old Dominion University and Saint Leo University as an adjunct professor.   Mr. Sympson has served on several four-star admiral staffs including Atlantic Fleet in the N8 Readiness and Requirements Division.  He served from 2000-2004 at Supreme Headquarters Allied Powers Europe (SHAPE) in Belgium in the J4 Logistic Directorate as the Operations Officer for all NATO Movement and Transportation.  He coordinated and supervised several NATO and national deployments in the Balkans, Iraq and Afghanistan. In 2004, Mr. Sympson served as the Chief Information Officer of Commander, Naval Surface Forces Atlantic (SURFLANT).  During this tour, he directed the transformation and integration of all SURFLANT shore commands into NMCI.  He implemented an information portal, SURFOR WEB, which linked the SURFLANT and SURFPAC staffs together and later all their shore and ships commands.

After Mr. Sympson retired from the Navy in 2006, he had the pleasure to work at U.S. Fleet Forces Command N8 Division as a Senior Systems Engineer for AMSEC (SAIC).  He performed high level engineering support on complex military systems such as FORCEnet, Satellite Communications and C4ISR systems.  In January of 2008, Mr. Sympson entered Civil Service at Joint Forces Command working for the J6 in developing CIO Policy and Governance.  In February of 2009, Mr. Sympson became the N6 at NECC, where he is working hard to support 44,000 NECC sailors currently or preparing to deploy around the world.  He is developing governance and an expeditionary C4ISR enterprise architecture that supports the small unit, highly mobile expeditionary warrior in the field.
