U.S. Fleet Cyber Command / U.S. TENTH Fleet

Charlie Kiriakou currently serves as the Navy Operational Designated Accrediting Authority (ODAA) U.S. Fleet Cyber Command / U.S. TENTH Fleet (FLTCYBERCOM/C10F), Virginia Beach, VA. ODAA is designated by OPNAV as the approving authority for the operation of all Navy Information Systems and sites at an acceptable level of risk. The ODAA function is required by DOD regulation. The ODAA leadership and support functions are important because this is the mechanism by which the Navy decides how much risk to allow on the Global Information Grid. Develops and enforces minimum accountability security standards and works with affected network owners mitigate network vulnerabilities. In daily execution, the ODAA reviews, signs and distributes 5 to 20 accreditation letters a day and provides managerial oversight to the ODAA staff.

Charlie has worked in the IT profession for 25+ years. He started as a COBOL programmer for a small food distribution company and then began his Civil Service career for the U.S. Navy in 1990. For the US Navy, Charlie has held positions of LAN Manager, Network Administrator, Webmaster, Information Assurance Program Manager, Deputy Operational Designated Approving Authority (DAA) for the Navy, and Assistant Chief of Staff, Operation Cyber Asset Reduction and Security (CARS).

He received his BS in Computer Science from Old Dominion University (Norfolk, VA) in 1987, MBA (w/IT concentration) from Old Dominion in 1997 and GIAC Security Leadership Certification in 2006. He is currently pursuing a PhD in Information Technology with specialization in Information Assurance and Security from Capella University.

Charlie, with the support of his wife Carolyn, maintains 20 acres of property in rural Suffolk, VA. They enjoy spending time with their four Paso Fino horses, two dogs, three cats, and observing wildlife common to southeast Virginia and the Great Dismal Swamp.
