William M. Paggi

A native of Canton, Ohio, Mr. William Paggi is a graduate of the College of Charleston where he received a Bachelor of Science in Business Administration in 1977. He later earned a Masters in Business Administration from the Citadel in 1994.

Mr. Paggi started Government Service as a Co Op student in 1975 with the Naval Supply Center (NSC) Charleston. He was accepted in the Navy Acquisition Program in 1977 and graduated as a Contract Specialist in 1979. He was promoted to a contract negotiator in 1980 and was responsible for providing contracting support to NAVELEX Charleston and the Charleston Naval Shipyard. Mr. Paggi was promoted to a Procurement Analyst in 1982, responsible for conducting Procurement Management Reviews (PMRs) and providing professional acquisition advice to the different Naval Commands located in the Southeast Contracting Region for the Regional Contract Management Staff (RCMS). During this time, he served as a member of the Navy’s Contract Simplification Committee and helped develop simplified contracting methods that were incorporated into the Defense Acquisition Regulation Supplement. He was promoted to a Supervisory Procurement Analyst in 1986. In this position, he served as Director of the RCMS and was responsible for the execution of the PMR program and providing procurement policy direction and technical assistance. Upon transfer of the RCMS to the Naval Regional Contracting Center Philadelphia, Mr. Paggi served as APADE Project Manager for NSC Charleston. As Project Manager, Mr. Paggi was responsible for the installation and implementation of the Navy’s first automated procurement system. Mr. Paggi was assigned to the position of Director, Contract Administration Division at NSC Charleston in 1988, responsible for the leadership and management of all functions performed in the Division and the administration and management of over 150 contracts valued at $200M. Mr. Paggi became the Deputy of the Contracts Division for NISE East in 1995, and was later promoted to his current position as Head of the Contracts and Logistics Department of SPAWAR Systems Center, Charleston. As Department Head, he is responsible for the leadership and operation of the acquisition and contracting and logistic/supply support programs for the Command. Mr. Paggi is responsible for the direction and leadership of approximately 130 civilian personnel and the execution and management of contracts valued in excess of $6B.

Mr. Paggi is member of the Acquisition Profession Community, and is a Certified Professional Contracts Manager (CPCM). He has completed Acquisition Level III certification for Contracting and is a recent graduate of the Leadership for a Democratic Society program at the Federal Executive Institute.
