Mr. J. Eric Markland
Deputy Director
Next Generation Enterprise Network Fleet Implementation and Transition Team

Mr. Markland entered Federal Service in 1992 under the Outstanding Scholars Program where he served as a system analyst for Naval Computer and Telecommunications Station, Washington D.C. In 1993 he transferred to Naval Computer and Telecommunications Master Station-Atlantic where he was responsible for operational and technical analysis of telecommunication systems, network management centers, staffing, and procedures to resolve system integration issues for base communications. In 1996 he reported to the staff of Commander In Chief, U.S. Atlantic Fleet (now U.S. Fleet Forces Command) where he served in the C4I directorate as the Base Level Information Infrastructure (BLII) Program Manager and Navy Marine Corp Intranet (NMCI) Regional Lead for Shore Information Technology/Base Communication projects in the Commander In Chief, Atlantic Fleet area of responsibility.

Mr. Markland joined the private sector in 2000 as an Information Technology (IT) and management consultant leading a team of engineering and telecommunication and project management professionals, providing a variety of IT and advanced technology services. His primary duties and assignments were in command, control, communications, and computers (C4) systems architecture development, engineering, system and requirement analysis, planning, policy, operations and configuration management of shore enterprise networks.

Mr. Markland returned to Federal Service in 2005 as Assistant Director for the OCONUS Navy Enterprise Network (ONE-NET) where he was responsible for the management of a network supporting 28,000 seats and 41,000 users at sixteen locations overseas. In summer 2007 he was reassigned as Director, Concept Integration and Development for Naval Network Warfare Command (NETWARCOM) where he served as the organization's principal content and technical authority regarding Joint Service and naval future concepts maintaining visibility and long-term continuity on the direction of concept development, Sea Power 21 and Joint/Service concept integration efforts.

Mr. Markland is currently designated Deputy Director for the Next Generation Enterprise Network (NGEN) Fleet Implementation and Transition Team (FITT). NGEN is the Navy’s largest IT services acquisition program that will replace the current NMCI in October 2010 and serve over 800,000 users. Hand-selected to lead the Network Operations (NetOps) Integrated Product Team, he successfully led operational transition planning efforts to include the necessary organization, manning and training processes and procedures, policy and overall readiness to support government operational control of this new enterprise network. In his current role as Deputy Director, Mr. Markland ensures compliance with standards, operational directives, policy and procedures for establishment, migration to and sustained operations of the NGEN. Mr. Markland is responsible for ensuring the development and acquisition of NGEN meets interoperability criteria and maintains an appropriate level of availability, integrity and security.

Mr. Markland earned a bachelor's degree in electronic engineering technology and a master's degree in engineering management from George Washington University.
