Chief of Staff/Executive Director, U.S. Fleet Forces Command
Mr. Mark Honecker was born in Wiesbaden, Germany but spent most of his formative years in Alexandria, Virginia . He graduated with Honors from Pfeiffer University in Misenheimer, North Carolina with a Bachelor of Science in both Business Administration and Economics. After entering Federal Service, Mr. Honecker attended The American University and graduated with a Master of Public Administration (MPA). Additionally, he has completed the Massachusetts Institute of Technology's Seminar XXI program in Foreign Politics, International Relations and National Security.
Mr. Honecker's professional career began as a Financial Management Intern with the Office of the Navy Comptroller (NAVCOMPT) in 1985. This two-year training program provided experience and exposure to different facets and echelons of financial management with assignments throughout the Department of the Navy to include Headquarters, Systems Commands, Congressional Liaison, and Fleet Offices.
After a variety of experiences in the Marine Corps, Weapons, and Other procurement sections, Mr. Honecker was selected as the Lead Research and Development Analyst and later became the Lead Aircraft Procurement Analyst. In February 1994 he was promoted to the Head of the Weapons and Other Procurement Branch and then lead the Aviation and Weapons Branch in the Office of the Assistant Secretary of the Navy (Financial Management and Comptroller).
In January 1996, Mr. Honecker was selected by the Deputy Under Secretary of the Navy (Strategic and Institutional Planning) to be part of the Department of the Navy Organization, Management and Infrastructure Team. This senior level team was responsible for improving efficiency and effectiveness throughout the Department of the Navy. Upon completion of this two year assignment, Mr. Honecker was selected to be the Deputy Director, Business and Civilian Resources Division in the Office of the Assistant Secretary of the Navy (Financial Management and Comptroller).
In September 1998, Mr. Honecker entered the Senior Executive Service (SES) and assumed a position working for the Deputy Chief of Naval Operations (Logistics) as the Executive Director, Shore Installation Management Division. In that capacity he was involved in all facets of shore installation management including base operations support, quality of life for sailors and their families, force protection, regionalization and infrastructure efficiency initiatives such as strategic sourcing. In December 1999, Mr. Honecker was selected to establish and lead the Logistics Planning and Innovation Division within the Deputy Chief of Naval Operations (Fleet Readiness & Logistics). In this capacity he is responsible for Logistics Strategic Planning, leading, promoting innovation and process improvement throughout Navy logistics, shaping and managing the Readiness and Logistics IT portfolio, development and implementation of acquisition logistics policy, and management and oversight of the PPBS process for DCNO (Fleet Readiness & Logistics). Additionally, Mr. Honecker was the Chief of Naval Operations (CNO) principal executive responsible for Sea Enterprise implementation. In this capacity he is leading the effort to increase productivity across the Navy.
In April 2005, Mr. Honecker was selected to be the Deputy Commander, Naval Network Warfare Command. In that capacity he was responsible for provided leadership for over 15,000 military and civilian personnel located in over 20 countries supporting, 290 ships, and approximately 800,000 computer network users, all globally dispersed. In this position he was responsible for Navy network operations, space operations, Information Operations and knowledge management. During this assignment he was the key architect of an Enterprise Management structure for Navy C4I known as the Naval NETWAR/FORCEnet Enterprise (NNFE). Created the governance structure, processes and mechanisms to optimize over $8B in Navy resources.
In May 2006, Mr. Honecker was selected to be the Chief of Staff/Executive Director U.S. Fleet Forces Command in Norfolk VA.
Mr. Honecker has been the member of several Board of Directors to include the Supervisory Committee of the Navy Federal Credit Union. His honors include the Senior Executive Service Presidential Rank Award, Department of the Navy Superior and Meritorious Civilian Service Medal, Meritorious Unit Commendation and two DoN e-Gov Awards.
