Mr. Francis A. “Skip” Hiser, III
Assistant Deputy Chief of Staff, Global Force Management & Joint Operations U.S. Fleet Forces Command
In July 2007, Mr. Hiser entered the Senior Executive Service (SES) as the Assistant Deputy Chief of Staff for Global Force Management and Joint Operations for Commander, U.S. Fleet Forces Command in Norfolk, Va.
In June 2006, Mr. Hiser was selected to be the Technical Director for the Joint Innovation and Experimentation Directorate at Joint Forces Command in Suffolk, Va. In that capacity he was directly responsible for assessing rapid prototype systems for fielding in direct support of Combatant Commander near term warfighting requirements. Additionally, he was the lead technical advisor for Multinational Experiment Five, a multiyear program designed to enhance information sharing between defense agencies, coalition partners and non-government organizations.
In June 2004, Mr. Hiser was selected to be the Executive Director, Requirements and Assessments for Commander, Naval Network Warfare Command, in Norfolk, Va. In that capacity, he directed the assessment of the Navy’s requirements for Command & Control, Computers, Communications and Intelligence (C4I) totaling over $6 billion per year, including the direct development of the NNWC claimancy annual budget of over $520 million. During this assignment he was the key architect for developing the Fleet’s C4I capability assessment and gap analysis, metrics development and program development with resource sponsors, acquisition community and operational Fleet constituents.
Mr. Hiser served 26 years in the U.S. Navy as a Naval Flight Officer and Information Professional, culminating his career as a Captain. As a Mission Commander in the P-3C Orion Maritime Patrol Aircraft, he served tours in Patrol Squadrons Four, Sixteen and Nineteen, as well as serving on the staffs for Commander, Patrol Wing Two and Commander, Patrol Wing Pacific. Additionally, he served two carrier tours, as Tactical Action Officer in USS America (CV-66), and as Combat Systems Officer in USS George Washington (CVN-73). As an Information Professional, he was the Commanding Officer of Naval Computer and Telecommunications Station Iceland, and served as the Deputy for the Chief of Naval Operations’ Task Force Web, chartered to transform the Navy’s legacy information technologies to web based information systems.
Mr. Hiser has a Bachelor of Science in Marine Science from the University of South Carolina, and a Masters of Science in Information Systems Management from Hawaii Pacific University. Additionally, he has completed the Senior Executive Fellows Program at Harvard’s JFK School of Government.
Mr. Hiser is a recipient of the Joint Civilian Service Achievement Award (2007), and was recognized with the FOSE DOD Award (2004) and DON e-GOV Award (2003).
