Executive Director/ Chief Information Officer
Navy Marine Corps Intranet (NMCI)

Mr. Donald General currently serves as Executive Director of the Global Network Operations Center Detachment Command (GNOC) and Chief Information Officer of the Navy and Marine Corps Intranet (NMCI).  In this capacity, Mr. General is responsible for the development, implementation, planning, and monitoring of the NMCI operational enterprise, to include managing a comprehensive Operational Information Assurance (IA) program.

Mr. General oversees the management of all day-to-day operations of the $11 billion dollar NMCI project.  NMCI Operations consists of managing operations at the GNOC, located in Norfolk, Virginia.  The management objective is to support Navy network requirements of the Chief of Naval Operations (CNO) and operational combatant commanders.  The GNOC insures the NMCI enterprise sustains its operational readiness to over 620,000 Navy warfighters.

Prior to coming to the GNOC; General served honorably in the United States Marine Corps (1994-2002).  During that period he held various assignments within the Information Technology arena; 1st Light Armored Reconnaissance Battalion’s Network Manager, 1st Marine Division’s Logistical Readiness Evaluator and finally as 1st Marine Division’s Network Manager, to name a few.

Mr. General has been on the Navy Marine Corps Intranet contract since 2002, first serving as the Regional Area Network Manager for Space and Naval Warfare Systems Command supporting the NMCI Program Management Office, and then as the Enterprise  Information Assurance Manager for Raytheon, and finally on government service as NMCI’s Chief Information Security Officer.

An advocate of “life-long” learning, Mr. General graduated magna cum laude with a Bachelor of Science degree from Park University, a Master of Science degree in Computer Systems Management from the University of Maryland, and he is currently a Doctor of Philosophy (Ph.D.) candidate with Northcentral University, where this year he will obtain his Ph.D. in Business Administration specializing in Computer Information Security.

Additionally Mr. General serves as an adjunct professor teaching a variety of undergraduate computer classes including Advanced Networking Techniques, IP Subnetting and Addressing, TCP/IP Architecture and Design, Network Security, and the Open Systems Interconnect (OSI) Model.   Mr. General is also a guest lecturer at Old Dominion University and Norfolk State University, where he advises students on the idiosyncrasies of network security.

He has numerous personal military awards as well as the Department of the Navy’s Information Management (IM) and Information Technology (DON IM/IT) Excellence award, for his work with Cyber Condition Zebra (CCZ).

Mr. General is married to the former Tanyeil “Tangie” O’Neal and they have four boys.
